Collective Negotiation Agreement with DFA Rank and File Personnel Renewed

PASAY CITY, 03 February 2021 – Foreign Affairs Secretary Teodoro L. Locsin, Jr. welcomed the renewal of the Collective Negotiation Agreement (CNA) between the Department of Foreign Affairs and the DFA Rank and File Association (DFA-RFA) through the signing of an Addendum to the said agreement. The Addendum extended the duration of the CNA and provided additional benefits for Department personnel.

The CNA was signed by Secretary Locsin and DFA-RFA Secretary General Dominic G. Macaraig.

“The renewed Agreement enhances the DFA employees’ welfare and productivity and underscores the harmonious relations between the DFA Management and the rank-and-file personnel,” said Secretary Locsin.

The CNA was originally signed on December 15, 2017 by then Secretary Alan Peter Cayetano and registered with the Civil Service Commission on March 23, 2018. It had a three-year validity period.

All provisions in the 2017 CNA will remain in effect, with additional financial and other benefits for DFA personnel, subject to the availability of funds and to relevant laws and regulations.

The Addendum was the result of a series of meetings conducted by DFA officials led by Undersecretary for Administration J. Eduardo Malaya, Human Resource and Management Office (HRMO) Assistant Secretary Antonio Morales and Office of Treaty and Legal Affairs (OTLA) Executive Director Azela Arumpac, and DFA-RFA officials led by Mr. Macaraig.
