Public Advisory: On Consular Operations Under General Community Quarantine in Metro Manila, Bulacan, Cavite, Laguna and Rizal from 17 to 31 May 2021
17 May 2021 – With the return of the National Capital Region (NCR) and the provinces of Bulacan, Cavite, Laguna and Rizal to General Community Quarantine(GCQ) status, with heightened restrictions, effective from 17 to 31 May 2021, the public is hereby advised concerning the consular operations of the Office of Consular Affairs in Aseana, Parañaque City and the Consular Offices in Antipolo, Dasmariñas, Malolos and San Pablo, as follows:
Passport Operations
- All passport appointments made through the DFA’s Online Appointment System and scheduled from 17 to 31 May 2021 will proceed as scheduled. Concerned applicants are requested to report to the Consular Office not earlier than 15 minutes before their scheduled time slot as per their original appointment time slot.
- Applicants from 6 to 30 April 2021 and from 03 to 14 May 2021 will be given new appointment schedules to start on 01 July 2021. The new appointments will be sent again via email from passport.gov.ph.
- Please note that only applicants with regular online appointments and those with Courtesy Lane appointments falling on 17 - 31 May 2021 will be allowed entry.
- No walk-in applications will be accepted.
- Applicants with urgent or emergency travel requirements may continue to request accommodation at an earlier date by emailing the concerned Consular Office. Priority will be given to those who present proof of emergency or urgent travel (e.g. medical records/certificate for medical emergencies, residence card or working visa for OFWs and Filipinos with residence overseas, confirmation of enrollment or participation in overseas studies or training, etc).
- If you requested for accommodation due to an emergency or urgent travel requirement, please wait for the email confirmation of your requested schedule before visiting the Consular Office.
Authentication/Apostille Operations

There will be no changes for Authentication applicants with original appointment from 24 to 28 May.
Please print out the new email with your new schedule and bring your documents for authentication on your new appointment date.
Release of documents will be accommodated from Mondays to Fridays, from 8:00 AM to 4:00 PM. Please present the official receipt when claiming these documents.

Please be advised that the schedules are still subject to sudden changes due to unforeseen circumstances or changes in the policies of local governments and mall partners which host these COs. The DFA will update its advisory if there are changes to the schedules. Please regularly check our website https://consular.dfa.gov.phfor the latest update on the schedules of our Consular Offices.
Anyone entering our Consular Offices will be subjected to a temperature check prior to entry and will be required to wear a mask and a face shield and must follow any other public health measures in place while inside the CO premises.
Please note that the number of persons allowed inside our COs at any given time is limited. Further, only one essential companion will be allowed entry together with the applicant (i.e. companions of the elderly, young children, clients with mobility issues, etc.). This is in accordance with the prescribed social distancing measures to prevent the spread of COVID-19.
