Bulletin: Update on the Case of the Raped Filipina in Kuwait
14 June 2019 — Foreign Affairs Undersecretary for Migrant Workers' Affairs Sarah Lou Y. Arriola met with Kuwaiti Ambassador to the Philippines Musaed Saleh Ahmad Althwaikh today, 14 June, to emphasize the Philippine government's utmost concern on the case of the raped Filipina household service worker in Kuwait.
Undersecretary Arriola was informed by Ambassador Althwaikh that an all-points bulletin has been issued to police and immigration posts in Kuwait and other Gulf Cooperation Council member states.
He added that the suspect has been charged with rape under Article 186 of Kuwait Penal Law No. 16/1960, which states that, "Anyone having sexual intercourse with a woman without her consent, through the use of force, threats or deception, shall be liable to the death penalty or life imprisonment. If the offender is an ascendant of the victim or one of the persons entrusted with her upbringing or welfare or vested with authority over her, or a servant or a servant of any of the above-mentioned persons, he shall be liable to the death penalty.”
Ambassador Althwaikh assured Undersecretary Arriola that the Kuwaiti government is exerting all efforts for the speedy arrest of the suspect.
The victim has started working for her employer. She is working with three other Filipina household service workers, including a family member.
