Philippines Bats for Cross-Pillar Coordination, Institutional Strengthening, Visionary Leadership, and Collaboration with Think-Tanks in High-Level Task Force on ASEAN Community’s Post-2025 Vision Meeting 

SINGAPORE 26 November 2024 - The Philippines highlighted the need for implementable institutional strengthening and cross-pillar coordination among the four pillars of the new ASEAN Community Vision (ACV) 2045, during the 18th Meeting of the High-Level Task Force on the ASEAN Community’s Post-2025 Vision (HLTF-ACV), held in Singapore on 20-22 November 2024. The Philippine delegation also encouraged the participants to be more visionary in their approach and enjoined think-tanks to translate the Vision into concrete actions. 

The Philippines was represented at the Meeting by Ambassador Elizabeth P. Buensuceso as Eminent Person (EP) and Ambassador Luis Cruz as High-Level Representative (HLR).  Ambassador Luis T. Cruz, headed the Phildel in the negotiations of the ASEAN Political Security Community (APSC) Strategic Plan. 

The HLTF also met with Singapore-based international think tanks, including representatives from the ASEAN Studies Centre of the ISEAS-Yusof Ishak Institute (ISEAS), Institute of Defence and Strategic Studies of the S. Rajaratnam School of International Studies (RSIS), and Singapore Institute of International Affairs (SIIA). 

During the interface, Ambassador Buensuceso emphasized the important role of ASEAN Centrality and the vital synergy between ASEAN diplomacy and think tank contributions. She commended the candid and insightful dialogue with distinguished thought leaders, and called for greater involvement of think tanks in translating the ASEAN Community Vision (ACV) 2045 into actionable strategies. Highlighting existing cross-sectoral gaps, she also urged practical, results-oriented solutions to enhance ASEAN’s collective capacity to address emerging challenges.

The HLTF-ACV plays a critical role in shaping ASEAN Community’s Post-2025 Vision and attendant documents, as well as undertaking comprehensive consultations with the sectoral bodies, and relevant stakeholders in the development of the Vision. These efforts are set to culminate in the adoption of the ASEAN Community Vision 2045, alongside Strategic Plans for the ASEAN Political-Security Community (APSC), ASEAN Economic Community (AEC), ASEAN Socio-Cultural Community (ASCC), and ASEAN Connectivity in 2025.
