DFA Conducts Training on Basic Diplomatic and Government Protocol for Personnel of the Department of Energy

MANILA 18 June 2025 — The Department of Foreign Affairs (DFA) conducted a training session on Basic Diplomatic and Government Protocol for the Department of Energy (DOE) personnel on 28 May 2025.
The training, hosted by the DOE, was facilitated by a team from the DFA - Office of Protocol (DFA-OP), led by Assistant Director O’myr Faisal Mustafa C. Abdalla, with the assistance of Ms. Nova De Lara and Mr. Luigi Kyle Rosales.
The session opened with remarks from DOE Assistant Secretary Mario C. Marasigan, who underscored the importance of protocol in the Department’s external and ceremonial engagements, especially in preparation for the Association of Southeast Asian Nations (ASEAN) Summit in 2026 to be hosted by the Philippines.
Assistant Director Abdalla emphasized the significance of protocol in public service with the reminder: “One misstep can make headlines. One success can build bridges.” He highlighted the essential role of protocol in promoting order, respect, and institutional dignity in official engagements, and discussed key elements such as order of precedence, forms of address, flag and national symbol protocol, and the conduct of official ceremonies.
Participated by over 50 DOE personnel, the training introduced several concepts on protocol, particularly in engaging with foreign dignitaries and hosting events. It concluded with practical exercises on different protocol scenarios that allowed participants to apply their learnings. END
