DFA Helps BARMM Gear Up for International Hosting Through Protocol Training

DAVAO CITY 14 July 2025 — The Department of Foreign Affairs’ Office of Protocol (DFA-OP), led by Assistant Secretary Ariel Rodelas Peñaranda, conducted a two-day training on Basic Diplomatic and Government Protocol for the Ministry of Environment, Natural Resources and Energy (MENRE) of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). The training was held at DFA-Mindanao in Davao City from 9 to 10 July 2025.
Joining Asec. Peñaranda were Acting Director Christian Andrei C. Aguilar and Protocol Officer Paulo S. Enriquez. The training was hosted and supported by DFA-Mindanao, headed by Assistant Secretary Maria Agnes M. Cervantes, who underscored its importance in light of BARMM-MENRE’s upcoming role as host of the 15th Turtle Island Heritage Protected Area (TIHPA) Joint Management Committee (JMC) Meeting.
The first day covered the principles of diplomatic, social, and ceremonial protocol essential for engaging international partners and hosting foreign dignitaries. Participants also joined a formal lunch simulation to apply lessons on social graces, seating, and etiquette.
On the second day, participants engaged in scenario-based simulations and role-playing exercises designed to strengthen their practical skills in handling official visits and diplomatic events. These included welcoming dignitaries at the airport, arranging courtesy calls, setting up bilateral meetings, and managing signing ceremonies.
In his closing remarks, Asec. Peñaranda reminded participants of the deeper meaning of protocol in public service: "Protocol teaches us to move with grace, act with order, and carry meaning in every symbol, because in every official act, we represent our community and, above all, we stand for the Republic."
DFA-OP continues to offer capacity-building programs for partner agencies, promoting excellence and professionalism in the conduct of official, social, and ceremonial engagements. For BARMM-MENRE, the training is a timely step toward strengthening its international engagement while aligning with national diplomatic standards. END
