15 March 2017 MANILA — In a historic moment for the Philippines, the Senate of the Philippines, voting 22-0, passed on Third Reading Senate Resolution 320 entitled, Resolution Concurring in the Accession to the Paris Agreement.
The vote comes five days after the resolution’s approval on Second Reading on March 08 during which Subcommittee on the Paris Agreement Chair Senator Loren Legarda delivered her sponsorship speech and presided over the periods of interpellation and amendments on the resolution at the Senate’s Plenary Hall.
“Industrialized countries -- those that have contributed the most to global warming -- must lead and shoulder the far greater burden of acting faster, sooner, and with far greater accountability to our environment,” said Senator Legarda in her speech (https://goo.gl/bs9ZUz) to explain her vote.
Senator Legarda authored Republic Act 9729 or the Climate Change Act of 2009, the law that enshrined for the Philippines the principles of common but differentiated responsibilities and climate justice that Filipino negotiators advocate in international climate negotiations. END
