21 April 2018 – Six lawyers, a doctor and a news reporter are among 45 individuals from various backgrounds who will soon be joining the country’s elite foreign service corps, the Department of Foreign Affairs said today.
 
According to the DFA Board of Foreign Service Examinations, the 45 are among 456 examinees who took the 2017 Foreign Service Officer (FSO) Examinations that was held from May 2017 to March 2018.
 
Almost a third of the passers are from the public sector while the rest have backgrounds in law, medicine, education, business, information and communications technology, and broadcast communication.
 
The DFA said Louie Dane C. Merced, a 27-year-old research specialist at the Foreign Service Institute, topped the examinations with a composite rating of 90.69 percent.
 
Merced has a Bachelor’s Degree in International Studies from De La Salle University (Summa Cum Laude) and a Master’s Degree in International Studies from the University of the Philippines. 
 
In second place is Mark Anthony G. Articulo, a 30-year-old lawyer from Tuguegarao City, Cagayan, who currently serves at the Public Attorney’s Office in the provincial capital. He had a composite score of 87.40 percent. 
 
Articulo holds a Bachelor’s Degree in Public Administration and Legal Management (Magna Cum Laude) from St. Paul University Philippines and a law degree from the Cagayan State University.
 
Third is Jilliane Joyce R. De Dumo, a 30-year-old lawyer from Quezon City who works at the Supreme Court. De Dumo, who has a Bachelor’s Degree in Business Administration (Cum Laude) and a law degree, both from the University of the Philippines, had a composite score of 87.18 percent.
 
The 45 passers shall be recommended to President Rodrigo Duterte for appointment as Foreign Service Officer Class IV, subject to availability of items.
 
After taking their oaths as FSO IV, the new diplomats will serve at the DFA Home Office in Manila for two years before they are deployed to serve in Philippine Embassies and Consulates around the world.
