LA UNION 05 July 2019 — The Department of Foreign Affairs Consular Office (DFA CO) in La Union participated in the Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC) in Region I on 28 June 2019 at the Oasis Hotel and Restaurant in San Fernando, La Union.

National Security Adviser Hermogenes C. Esperon, Jr, represented by Deputy Director General Vicente Agdamag convened with the various government agencies in Region I on President Rodrigo R. Duterte’s agenda for the Whole Nation approach to End Local Communist Armed Conflict.

The main goals are to bring the basic programs and services closer to the people especially those from far-flung and displaced communities and to make communist armed group to return back to the mainstream and be active members of the society. 

Member-government agencies in the region organized into 12 Clusters: Local Government Empowerment Cluster, International Engagement Cluster, Legal Cooperation Cluster, Strategic Communication Cluster, Basic Services Cluster, Poverty Reduction, Livelihood and Empowerment Cluster, Peace Law Enforcement and Development Support Cluster, Situational Awareness and Knowledge Management Cluster, Localized Peace Engagement Cluster, E-Clip and Amnesty Program Cluster and Sectoral Unification, Capacity Building, Empowerment and Mobilization Cluster.

The DFA is the Lead Agency of International Engagement Cluster of RTF-ELCAC with support government agencies in Region I:  Philippine National Police (PNP), Department of Justice (DOJ), National Commission on Indigenous Peoples (NCIP), Overseas Workers Welare Administration (OWWA), Philippine Overseas Employment Administration (POEA), Department of Labor and Employment (DOLE), National Intelligence Coordinating Agency (NICA), Philippine Army 7th Infantry Division and PIA.

With authority from DFA Office of the Undersecretary of Civil Security and Consular Concerns (DFA-OUCSCC), CO La Union Officer-In-Charge Estellita V. Casuga and RTF-ELCAC Focal Person Michael John C. Angeles attended the said meetings. OIC Casuga also presented the International Engagement Cluster’s Action and Implementation Plans in Region I during the meeting. END
