DFA Consular Office La Union Participates on theState of the Region Address for 2018, 2nd Regular RDC- Full Council Meeting

LA UNION 05 July 2019 — The Department of Foreign Affairs Consular Office (DFA CO) in La Union participated to the Regional Development Council (RDC) Region I’s  State of the Region Address (SORA) for 2018 and its second Regular Full Council which was participated in by DFA CO La Union’s RDC Focal Person and Information Technology Officer Christian Kevin C. Gonzales, together with about 100 representatives from different agencies in Region I on 26 June 2019 at the Convention Hall of Bangko Sentral ng Pilipinas (BSP) in San Fernando, La Union.

Vigan City Mayor and RDC-1 Chairman Juan Carlo S. Medina presided the meeting. Under the Committee on Policy Formulation and Planning, National Economic and Development Authority’s (NEDA) Racquel T. Atawe presented the Regional Development Report (RDR) 2018 which  provides the annual assessment of the Regional Development Plan and assesses the performance of the region in achieving the planned targets for a given year. It also provides strategic and policy directions to refocus priorities in order to catch up with the unmet targets.

The five Sectoral Committees of the RDC-1 reviewed and endorsed their respective sectoral components of the 2018 RDR during the 2nd Regular Meetings for the yar. The Economic Development Sector presented the resolution on the Creation of Halal Sub-Committee, where Department of Trade and Industry (DTI) director Daria Mingaracal presented the draft which was immediately approved by the body.  This is in compliance with Republic Act 10817 also known as the “Philippine Halal Export Development and Promotion Act of 2016”. 

The Governance Sector presented the Region 1 Traffic Management Strategy (TMS), Revision on RDC Manual, Guidelines on the PSR Selection Process and the Result of the Search for Best NGO-LGU Partnership which awarded San Nicolas, Ilocos Norte for its SWIP to SWEEP poverty project as first placer and Naguilian, La Union’s Watershed Forest Reserve-Reforestation Management and Community Development (NWFR-RMCD) became the runner-up.

Philippine Information Agency (PIA) director Jennilyn C. Role of presented the Development Communication draft resolutions: Advocacy Materials for the AmbisyonNatin 2040 and Gender Fair Media Guidebook.

The Regional Research, Development and Innovation Committee presented the creation of Accreditation of Regional Ethics Committee (REC) and Presentation of BioTek-M Technology, a portable Filipino made multi-infectious disease diagnostic device.

Information and communications technology Sub-Committee presented the resolution urging the National Telecommunications Commission to compel mobile phone service providers to strictly comply with RA 10639 otherwise known as the Free Mobile Disaster Alerts Act, and its implementing rules and regulations.

Department of Education director Malcom S. Garma presented the resolution for the approval of the creation of the sub-committee on industry and academe partnership under the Regional Social Development Committee and confirming the results of its organization.

The National Security Council’s Lt. Col. Joel R. Jonson of the gave updates on the Executive Order 70 which the Regional Task Force in Region 1 is currently crafting its implementation plans participated by the 12 clusters identified and its member agencies.

During the State of the Region Address (SORA) 2018. RDC Chair Medina highlighted the following achievements of the RDC in Region I, covering economic developments, peace and order and development for all. END
