Secretary Locsin Swears in New DFA Undersecretaries

MANILA 04 September 2019 — Foreign Affairs Secretary Teodoro L. Locsin, Jr. administered the oaths of office of J. Eduardo Malaya as the new Foreign Affairs Undersecretary for Administration, and Atty. Brigido J. Dulay as the new Foreign Affairs Undersecretary for Civilian Security and Consular Concerns at the Department of Foreign Affairs (DFA) on 03 September 2019.

A career member of the Philippine Foreign Service since 1986, Undersecretary Malaya, a lawyer, served as Philippine Ambassador to Malaysia from 2011 to 2017. He was earlier assigned at the Philippine Embassy in Brussels and the Consulates General in New York and San Francisco, as well as in the Office of the President. Prior to his appointment, he was the Department's Assistant Secretary for Treaties and Legal Affairs and earlier, as DFA Spokesperson.

Undersecretary Malaya is the author or editor of eight books on International Law, Diplomacy and Presidential History. He is Vice President of the Philippines Society of International Law.

In his years in the foreign service, he was accorded the Order of Sikatuna, rank of Datu (Grand Cross-Gold Distinction), in 2010 by President Gloria Macapagal-Arroyo and the Order of Mabini (Gawad Mabini) in 2016 by President Benigno S. Aquino III. He is also a recipient of two Presidential Citations -- from President Fidel V. Ramos in 1995 and from President Gloria Macapagal-Arroyo in 2010.

Meanwhile, Undersecretary Dulay is concurrently the Chief of Staff to Secretary Locsin, overseeing the operational activities of the Department relating to the peace process, anti-terrorism, transnational crime, national security, and consular services.

Undersecretary Dulay is a regular columnist of Manila Times and host/co-anchor of “Executive Session” (DZRH 666AM) and formerly, “Karambola sa DWIZ”.

As a former practicing attorney who specialized in commercial and business law and general litigation, Undersecretary Dulay served as corporate counsel, corporate secretary and board member in several publicly-listed and private companies. He has also served as Legislative Staff Chief to the Representative of the Lone District of Antique and as Deputy Administrator of the Overseas Workers Welfare Administration (OWWA). END
