Secretary Locsin Receives the Book “Treaties: Guidance on Practices and Procedures”

PASAY CITY 12 September 2019 — Foreign Affairs Secretary Teodoro L. Locsin Jr. received from Foreign Affairs Undersecretary for Administration J. Eduardo Malaya the newly-published book “Treaties: Guidance on Practices and Procedures” in ceremonies held at the Department of Foreign Affairs (DFA) on 11 September 2019.

Co-authored by Undersecretary Malaya and University of the Philippines Law Center’s Institute for International Legal Studies Director Professor Rommel J. Casis and published by the UP Law Center, the book is an exposition on the concept of treaty, the roles and mandates of the DFA and other entities involved in treaty-making and the stages of treaty-making. It contains the relevant circulars, international conventions and other basic references on the subject.

In his foreword to the book, Secretary Locsin stated: “This publication of Treaties: Guidance on Practices and Procedures is a fitting Philippine contribution to the 50th anniversary this year of the signing of the Vienna Convention on the Law of Treaties – the constitution of treaty-making all states observe. This material can serve as clear evidence of Philippine state practice in treaty making.

“I commend Undersecretary Malaya and the Office of Treaties and Legal Affairs, in partnership with U.P. Law Center, for their initiative in bringing and distilling decades of Philippine diplomatic experience and best practices in single volume. It will be an indispensable reference for our diplomats and other officials in negotiating treaties,” he added.
