DFA Conducts Change Discovery Workshop

MANILA 27 February 2020 – To pave the way for the Department of Foreign Affairs’ shift to Competency-Based Human Resource Management (CBHRM), DFA – Human Resource Managament Office arranged a two-day Change Discovery Workshop on 11-12 February 2020 at the Elpidio Quirino Hall, 14th Floor, DFA Main Building.
A total of 25 participants from various DFA offices joined the workshop, which was facilitated by the Center for Leadership and Change, Inc. (CLCI).
The workshop aimed to define and envision the desired change for the DFA’s shift to CBHRM, identify the risks, impacts and possible resistance to change, create milestones and timelines, and assess the Department’s readiness for change.
HRMO presented the case for change, which is to make the DFA’s performance management system competency-based. This required amending the Job Fit and Behavior Form to embed the competencies based on personnel’s job descriptions.
CLCI then walked the participants through the eight phases of change, starting with defining the case for change, creating a guiding coalition, developing the change vision and strategy, communicating the change vision, empowering broad-based action, generating short-term wins, leveraging wins to drive more change and, finally, embedding change in the organization’s culture.
The shift to CBHRM is anchored on the DFA’s Strategic Plan for 2017 to 2022. Its goal is to maximize personnel’s potential in realizing the Department’s vision, mission, and mandate. END
