FSI Training and Research Outreach Program Focuses on Scarborough Shoal and Northern PH Islands

MANILA 18 October 2024 – As part of its Training and Research Outreach (TRO) Program, a delegation from the Foreign Service Institute (FSI), led by Director General Francisco Noel R. Fernandez III, visited the Northern Luzon Command (NOLCOM) at Camp General Servillano Aquino, Tarlac City on 10 October 2024. The participants were given a comprehensive strategic briefing on the Scarborough Shoal and the northern Philippine islands. The delegation was warmly welcomed by NOLCOM Commander, Lt. Gen. Fernyl G. Buca, along with senior officers from NOLCOM.

The briefing focused on the strategic importance of the Philippines’ northern islands, particularly in terms of territorial defense and securing the country’s maritime interests in the region. NOLCOM officials highlighted the critical position of the Scarborough Shoal and provided updates on the situation in the area.

Beyond the strategic briefing, the FSI and NOLCOM explored potential areas of cooperation, particularly focusing on initiatives that would strengthen collaboration between the two agencies. Discussions revolved around capacity-building programs and joint training initiatives aimed at enhancing the defense-diplomacy partnership in addressing evolving security challenges in the region.
