FSI Training and Research Outreach Program Goes to Dumaguete

DUMAGUETE 13 November 2024 - The latest session of the Training and Research Outreach (TRO) Program of the Foreign Service Institute (FSI) was hosted by the Consular Office (CO) in Dumaguete last 5 November 2024. At the request of CO Dumaguete headed by Ms. Kristine Marie M. Cruz-Mamigo, the TRO session covered discussions on human trafficking, immunities and privileges, and protocol practices. The 4-hour session was handled by FSI Director General Francisco Noel R. Fernandez III.
Participants in the training session included personnel from CO Dumaguete and officials from the local offices of the Department of Education (DepEd), Philippine National Police (PNP), Philippine Statistics Authority (PSA), Department of the Interior and Local Government (DILG), and Oriental Negros Emergency Rescue Foundation (ONE Rescue).
The TRO Program was initiated by FSI in order to respond to the training requests it received from Consular Offices of the Department of Foreign Affairs (DFA) situated outside of Metropolitan Manila. Upon the recommendation of the requesting CO, the training session may be opened to personnel of other government agencies in the locality in order to maximize the number of beneficiaries of the capacity building program provided by FSI. To date, personnel from the Consular Offices in Iloilo City; Angeles, Pampanga; and Dumaguete have availed of the training sessions offered by FSI under its TRO Program since it was initiated on 17 October 2024.
FSI is the training and research agency of the DFA which was created under Presidential Decree No. 1060 and whose remit was expanded under Republic Act No. 7157. The FSI Board is chaired by the Secretary of Foreign Affairs, with the Chairperson of the Civil Service Commission (CSC), Director General of FSI, President of the University of the Philippines (UP), and President of the Development Academy of the Philippines (DAP) as members.
