FSI Hosts Foresight Conference on Emerging Foreign Policy Issues

In his opening remarks, FSI Director General Francisco Noel R. Fernandez III stresses the importance of proactive and anticipatory foreign policy.

MANILA 18 November 2024 – The Foreign Service Institute (FSI) successfully hosted the Foresight Conference on Emerging Foreign Policy Issues at the Admiral Hotel Manila on 7 November 2024. The conference brought together academics; officials from the Department of Foreign Affairs, the Philippine Coast Guard; and members of the diplomatic corps and media to discuss key trends and challenges expected to impact the Philippines in the near future.

The conference provided a critical platform to explore major themes shaping the international landscape. Expert speakers from Philippine higher education institutions shared their insights and presented recommendations on these pressing issues.

In his opening remarks, FSI Director General Francisco Noel R. Fernandez III stressed the importance of proactive and anticipatory foreign policy, noting that “the Philippines, with its strategic geographic location and growing global significance, must be prepared to navigate these complex challenges and seize emerging opportunities.” He added that the Department of Foreign Affairs (DFA), as the primary agency responsible for advancing our country's foreign policy interests, must be at the forefront of these changes. He reiterated that the DFA must be proactive, agile, and innovative in its approach to diplomacy.

Speakers addressed key themes such as territorial stewardship in the South China Sea, the evolving role of the Philippine President in foreign policy, and inclusive approaches to migrant welfare and climate resilience. Presenters also highlighted AI’s dual role in diplomacy, emphasizing global leadership models, ethical concerns, and the need for comprehensive AI strategies to strengthen policy and governance.

The conference highlights FSI's commitment to fostering collaboration between the DFA and the academic community, cultivating a network of expertise and innovation essential for addressing the complexities of 21st-century diplomacy.

The Foreign Service Institute is the training and research agency of the Department of Foreign Affairs, which was created under Presidential Decree No. 1060 and whose remit was expanded under Republic Act No. 7157. END
