MANILA 02 April 2025 – The Commission on Elections-Office for Overseas Voting (COMELEC-OFOV), through the Department of Foreign Affairs – Overseas Voting Secretariat (DFA-OVS) completed the conduct of regional trainings on the General Instructions for the members of the Special Electoral Boards for the 2025 National Elections Overseas, in Riyadh, Kingdom of Saudi Arabia; Tokyo, Japan; Athens, Greece and New York, United States of America from 24 February to 28 March 2025.
The training was participated in by foreign service personnel who had been deputized by the COMELEC to serve in the special electoral boards for the month-long elections for overseas voters from 13 April to 12 May 2025.
The training was designed to provide the special electoral boards with extensive knowledge on the procedures and processes of the online voting and counting system and enable them to administer the elections overseas.
As part of the requirements under COMELEC Resolution No. 11061, a representative from the Department of Science and Technology (DOST) was also present to evaluate the deputized SBEIs of the participating Foreign Service Posts (FSPs) and to certify them as IT-capable.
COMELEC, DFA-OVS and DOST also conducted a training in Clark, Pampanga, Philippines for Foreign Service Posts (FSPs) that will not be implementing online voting and will be using the Automated Counting Machines (ACMs) that will also be used here in the Philippines because its respective countries have restrictions on the use of the internet or do not have a stable IT infrastructure. These FSPs will be using the same system which will be used locally in the Philippines.
The OVCS will be implemented in seventy-seven (77) FSPs including the Manila Economic Cultural Offices (MECOs), while sixteen (16) FSPs will be using the ACMs for the forthcoming 2025 National Elections.
