25 November 2016 — Armed Forces of the Philippines-Reserve Officers Training Corps (AFP-ROTC) delegation composed of 24 members paid a courtesy call on Consul General Marciano R. de Borja at the Philippine Consulate General in Guam on November 17.
Hosted by the Guam National Guard; the annual exchange of ROTC cadets from various PH universities and colleges as a major component of the AFP-Guam National Guard State Partnership Program to enhance collaborative mechanisms between both military services.
Brig. Gen. Arthur M. Biyo of the Philippine Navy (Marines) headed the AFP-ROTC mission and was accompanied by the following AFP officers: Lt. Col. Carlo Franco A. Pimentel (Philippine Army); Lt. Col. Emilito T. Lucero (Philippine Air Force); Lt. Col. Felix Emeterio M. Valdez (Philippine Army); Maj. Roy R. Lopez (Philippine Air Force); Lt. Maria Rebecca M. Corpuz (Philippine Navy); Capt. Joseph G. Palattao (Philippine Army) and Lt. Ryan M. Octaviano (Philippine Navy). Enlisted officer TSgt. Dwight T. Yangco and civilian employee Ms. Luzviminda Eleanor A. Banlaoi completed the AFP delegation.
In his remarks during the courtesy call of the AFP-ROTC delegation, Consul General de Borja emphasized the need to improve social discipline and civic consciousness in the country. He pointed out that the revival of the ROTC program can be an important vehicle in imbuing young people with the right principles and leadership qualities that can prove useful in whatever future roles they would play in society.
Brig. Gen. Biyo thanked Consul General de Borja for the warm welcome and presented him with some tokens from the various service branches of the AFP.
Maj. Jumar Castro and several officers of the Guam National Guard were also present during the call. END
