PHL Competition Commission Talks About Mainstreaming Competition Policy in Government at OECD
Philippine Competition Commission Chairman Arsenio Balisacan delivers a presentation on the Philippine competition advocacy efforts at the 16th Global Forum on Competition in the OECD in Paris.
12 December 2017 PARIS — Philippine Competition Commission (PCC) Chairman Arsenio Balisacan was one of the speakers at the 16th Global Forum on Competition held at the OECD headquarters in Paris, France on December 07 to 08.
Chairman Balisacan joined other representatives from competition authorities in Malaysia, Austria, El Salvador and Papua New Guinea to share how the PCC came to life in the Philippines and its current advocacy efforts.
In his presentation, Chairman Balisacan, who is the former Socioeconomic Planning Secretary under the Aquino administration, spoke about the Philippines’ strong economic growth and how this could only be sustained by improving competitiveness.
“With the passage of the Philippine Competition Act of 2015, the government recognized the need to reform current policies as sources of market inefficiencies and anti-competitive conduct. In our Philippine Development Plan for 2017 to 2022, we devoted an entire chapter to competition policy, which is now a crucial part of our development policy strategy. Now our work is focused on mainstreaming competition policy in government decision-making,” Chairman Balisacan emphasized.
The PCC was established in 2016, after which it embarked on assessing the competition landscape of the Philippines through a National Competition Policy Review. The review identified five priority sectors for competition analysis and enforcement: agriculture, manufacturing, power/electricity, telecommunications and transportation/logistics.
The Global Forum on Competition is an annual event which brings together high-level competition officials from over 100 authorities and organizations worldwide to debate a wide range of key and emerging competition issues, including the link between competition policy and other cornerstones of economic development.
