DFA Migrant Workers Affairs Undersecretary Leads PH Delegation at Global Compact for Migration Negotiations

Undersecretary Sarah Lou Y. Arriola delivers Philippine statement during the first round of negotiations of the Global Compact for Safe, Orderly and Regular Migration

21 February 2018 NEW YORK – Undersecretary for Migrant Workers Affairs Sarah Lou Arriola outlines the Philippines’ principles of engagement during the first round of negotiations of the Global Compact for Safe, Orderly and Regular Migration at the United Nations Headquarters.

“The Global Compact should be firmly anchored on human rights. The protection of the rights and promotion of welfare of migrants, regardless of migration status, should be at its core,” said Undersecretary Arriola in her opening statement. She added that the Philippines will draw particular attention to women, especially domestic workers, children and other groups in vulnerable situations.

Undersecretary Arriola also stated the Philippines’ views on the Global Compact as both a human rights and sustainable development instrument saying that, “Human rights and sustainable development are not mutually exclusive. They progress together and reinforce each other.”

The first round of negotiations has begun and continues until 23 February 2018. The Global Compact is expected to be adopted by governments at a high level conference in Morocco in December 2018. END
