10 April 2018 MOSCOW – The Philippines once again participated in the annual Moscow Conference on International Security (MCIS) at the Radisson Congress Park in Moscow on April 03 to 05. Assistant Secretary for Assessment and International Affairs Teodoro Cirilo T. Torralba III of the Department of National Defense (DND) headed the Philippine delegation. He was joined by Third Secretary and Vice Consul Luningning G. Camoying, Head of the Political Section of the Philippine Embassy in Moscow, and Ms. Meisha Marie Espino, Defense Research Specialist II of the DND.
“The MCIS offers a unique opportunity for many countries whose views and perspectives on security matters hardly get heard or presented in mainstream channels. The Embassy is therefore very supportive of the DND’s consistent attendance in said conference,” said Philippine Ambassador to Russia Carlos D. Sorreta.
Now on its seventh year, the MCIS is Russia’s leading platform for high-level security dialogue. This year the topics discussed included the situation in the Middle East, particularly the implications of the defeat of ISIS, as well as European and Asia Pacific security challenges, including the developments in the Korean Peninsula.
According to the Russian Ministry of Defense, more than 850 delegates from 95 countries and eight international organizations participated in the conference. Thirty (30) delegations were headed by Defence Ministers, such as China, India, and Vietnam, and 14 were led by Deputy Defence Ministers and Chiefs of General Staff.
On April 03, the Philippine delegation participated in the familiarization visit to the Military-Patriotic Recreation Park of the Armed Forces of the Russian Federation or “Patriot Park” in Kubinka, Moscow Region. It was organized by the Russian Ministry of Defense. Delegations were shown Russian military equipment and an exhibit specifically dedicated to Russia’s military operation Syria.
On April 05, Ambassador Sorreta hosted a working dinner for the delegation. Discussions focused prospects for Philippines-Russia defense and military-technical cooperation. END
