Deputy Speaker Sema Highlights BBL at an Inter-Parliamentary Forum in Moscow

MOSCOW 06 June 2018 – Deputy Speaker of the House of Representatives Bai Sandra S. Sema, First District of Maguindanao shared the Philippines’ experience in drafting the Bangsamoro Basic Law (BBL) at the International Forum on the Development of Parliamentarism held in Moscow, Russian Federation on 4-5 June 2018.

During the session titled “Development of National Legislation: Lawmaking for the Benefit of Sovereign Nations, Exchange of Best Practices and International Harmonization”, Deputy Speaker Sema shared her experience with fellow parliamentarians from different countries in advocating for the BBL, which seeks to establish a new autonomous political entity to replace the Autonomous Region of Muslim Mindanao. Sema is an author of the latest House version of the proposed Bill.

“The Bangsamoro is like the younger sibling of the central government. It is a strong and talented sibling, but it needs the help of its big brother to fully realize its potential,” Deputy Speaker Sema said during her intervention.

The Deputy Speaker was also invited to a special working breakfast on Digital Technologies chaired by Russian State Duma Vice Speaker Pyotr Tolstoy, where different possible legislative measures concerning the digital economy were discussed.    

The forum, organized by the State Duma or the Lower House of the Russian Federation, was participated by around 500 legislators from more than 90 countrie. END
