PH Embassy in Ankara Holds Second Post Arrival Orientation Seminar for Filipinos in Istanbul

ANKARA 29 November 2018 — The Philippine Embassy in Ankara conducted its second Post Arrival Orientation Seminar (PAOS) for 2018 on 11 November 2018 in Istanbul, with speakers from Turkey’s Family, Labor and Social Security Ministry (CSGB) and the Social Security Institution (SGK), and the Philippine Overseas Labor Office-Overseas Workers Welfare Administration (POLO-OWWA) based in Lebanon.

The seminar highlighted relevant labor, immigration, and social laws in Turkey and the Philippines, which aims to enhance Filipino workers’ knowledge and awareness applicable to their situation as foreign workers in Turkey.

With over 140 participants, the seminar reached a wider audience online via live streaming, which generated 5,900 views from various locations in Turkey, the Philippines and the Middle East.

Turkish experts provided an overview of Turkey’s work permit and social security systems, including a practical exercise on how to access information using Turkey' e-government portal.

Labor expert Necla Uz from the CGSB advised workers against dealing with intermediaries who charge exorbitant fees. Under Turkish laws, household workers are the full and sole responsibility of employers, and any violations of employment contracts must be reported immediately to police authorities.

Turkish officials also discussed the SGK’s social security system, and national health insurance program for foreign nationals.

Meanwhile, POLO-OWWA officials discussed the new 2018 POEA issuances governing OFWs in Turkey, including regulations on deployment from third countries, the Balik Manggagawa program, salient provisions of employment contracts, procedures in filing complaints with the POEA. 

Also presented during the orientation were OWWA’s education, livelihood and training assistance, scholarships, short-term programs, workers and family assistance, and reintegration programs for overseas Filipino workers.  END
