PH Justices Join International Legal Forum in Russia

MOSCOW 27 May 2019 — Justices from the Supreme Court (SC) and the Court of Appeals (CA) participated in the 9th St. Petersburg International Legal Forum (SPILF) and related meetings held on 14-18 May 2019 in St. Petersburg, Russia.

SC Justice Mariano Del Castillo headed the delegation, and was joined by SC Justice Estela Perlas-Bernabe, SC Justice Rosmari Carandang, CA Presiding Justice Romeo Barza, CA Justice Elihu Ybanez, and CA Justice Danton Bueser. They were assisted by Philippine Embassy in Moscow Third Secretary and Political Section head Anna Guerra.

The SPILF is a major platform for dialogue between jurists, lawyers, government and international organization representatives, economists, and politicians representing main economic and legal systems in the world.  The forum seeks to promote ways to modernize the law, as well as optimize cooperation and work out common approaches to developing law amidst the changing global environment.

This year, nearly 5,000 delegates from 93 countries participated in the week-long event which included working group meetings, lectures and presentations, “talk shows”, off-site conferences, cultural activities, and a plenary session entitled the “Art of Law”. Russian Prime Minister Dmitry Medvedev delivered the keynote speech during the plenary.  

The award ceremony for the SPILF Private Law Prize was also held at the sidelines of the event.  The SPILF Private Law Prize is a legal scientific award which recognizes academic works for its innovative character, significance transcending national boundaries, and level of scientific rigor.  Now on its second year, the prize was awarded to Dr. Jeremias Prassl of University of Oxford for his book entitled “Humans as Service”.   

The justices and other members of the delegation were met by Ambassador to RussiaCarlos D. Sorreta, in a working dinner at the Embassy. Discussions focused on expanding the areas of cooperation between the judicial departments of the Philippines and the Russian Federation. END
