PH National Security Adviser Attends Xth International Meeting of High-Ranking Officials Responsible for Security Matters

MOSCOW 05 July 2019 — As a testament to the growing importance of Central Asia to the Philippines and deepening bilateral ties with the Russian Federation, National Security Adviser General (ret.) Hermogenes C. Esperon, Jr., attended the Xth International Meeting of High-Ranking Officials Responsible for Security Matters on 18-20 June 2019 in Ufa, Bashkortostan, Russian Federation.
The conference had two main Agenda items, one on countering hybrid security threats, and another on how to enhance national, regional and international capacities to deal with increases in the number of natural disasters and humanitarian crises.
In his opening remarks, Russian Federation Security Council Secretary Nikolai Patrushev noted that while it is not always possible to come to a common denominator on all the issues, the new and emerging threats to global security calls for joint, concerted actions, hence the need for conferences like this.
During the second day of the conference, Secretary Esperon called on 118 other delegations to adopt best practices, ensure knowledge transfer, and capacitate local communities and state institutions in order to deal with increasing humanitarian and disaster response requirements. He was also welcomed to Ufa by Mr. Patrushev, with whom he had bilateral meetings on 21 June 2019 in Moscow.
The Philippine National Security Adviser also thanked the United Nations Office of Counterterrorism led by Vladimir Ivanovich Voronkov, representative of the UN Secretary General during the conference, for the valuable assistance rendered to the Philippines in addressing terrorism threats.
During the conference, the Philippine Delegation joined other ASEAN delegations at a working lunch hosted by Mr. Patrushev to discuss further cooperation and possibilities for synergy between the Russian Federation and ASEAN in the context of the ASEAN-Russia Dialogue and in consultation with the ASEAN Secretariat.
The Delegation also joined two round table discussions on the third day of the conference, on security in the IT sector and cooperation to combat the spread of terrorist ideologies and countering self-radicalization of lone terrorists. END
