Cato met with Finance Minister Faraj Abdelrahman Abumtary in Tripoli on 31 August 2020 to discuss the state of Philippine-Libya relations and what steps could be taken to further strengthen bilateral cooperation. Also discussed during the meeting were the efforts of Libyan authorities to ensure the well-being of the more than 2,300 Filipinos working in Libya as well as their families in the Philippines.
