PH Embassy in Moscow Participates in E-Training on the Law, IRR of the Safe Spaces Act

MOSCOW 26 October 2020 — As part of Philippine Embassy in Moscow’s Gender and Development  (GAD) activities, officers and staff participated in an e-Training on the Law and IRR of the Safe Spaces Act (RA 11313), also known as the “Bawal Bastos Act”.  The e-training, held on 15 October 2020, was organized by Manila-based Center for Global Best Practices.

The three-hour gender and development training was aimed at guiding all government institutions in updating its workplace policies, as well as in aligning and mainstreaming its mandatory GAD Code with the new law and its Implementing Rules and Regulations which took effect on 15 March 2020.

The lecture, which was delivered by Atty. Ma. Dorothea R. Balasbas-Gancayco, focused on how the law expands the scope of the Anti-Sexual Harassment Act of 1995, as well as how it addresses existing gaps and issues on equality, security, and safety of both women and men in private and public spaces.  Other issues discussed include specific actions punishable under this law, liabilities of individuals and institutions, development of a code of conduct, investigation mechanisms, preventive measures, remedies and valuable advice to keep people in the organization and the general public protected.
