Philippines Participates in 25th Conference of States Parties to OPCW

THE HAGUE 23 April 2021 – Philippine Ambassador to the Netherlands J. Eduardo Malaya led the Philippine Delegation to the 25th Session – Part II of the Conference of States Parties (CSP-25) of the Organisation for the Prohibition of Chemical Weapons (OPCW) held at the World Forum in The Hague from 20 to 22 April 2021. The first part of the Conference was held from 30 November to 01 December 2020 also at the World Forum.
The Conference of the States Parties adopted a Decision to suspend certain rights and privileges of the Syrian Arab Republic under the Convention pursuant to paragraph 2 of Article XII of the Convention. In adopting the decision, the Conference condemned “in the strongest possible terms the use of chemical weapons by anyone, under any circumstances, emphasizing that any use of chemical weapons […] is unacceptable and contravenes international norms and standards”.
The Decision, which was co-sponsored by 46 Member States, was adopted with 102 States Parties present and voting; 87 States Parties voted yes, and 15 States Parties voted no.
Ambassador Malaya, as head of the 10-person Credentials Committee, delivered a report to the Conference on the credentials of representatives to CSP-25. The Philippines is also the Coordinator of the Asia Group in the CSP.
The Conference of the States Parties is the principal organ of the OPCW and consists of representatives from each of the Organisation’s Member States. It meets annually in The Hague to assess the implementation of the Chemical Weapons Convention (CWC) and to make key decisions regarding the future work of the Organisation. END
