PH Envoy Presents Credentials to Russian Deputy Foreign Minister Morgulov

MOSCOW, 24 March 2022 – H.E. Igor G. Bailen presented his credentials as Ambassador Extraordinary and Plenipotentiary of the Republic of the Philippines to the Russian Federation to H.E. Igor V. Morgulov, Deputy Foreign Minister, on 17 March 2022, at the Ministry of Foreign Affairs.

Ambassador Bailen conveyed President Rodrigo Duterte’s gratitude to Russian authorities for their hospitality extended to Filipino nationals who have made Russia their second homes, as well as for their favorable approval of the Philippines’ request for Russian safe corridor exit for distressed Filipinos coming from Ukraine, should the necessity arise.

On his part, Deputy Foreign Minister Morgulov expressed hope that despite the Philippines’ principled position on the Ukraine resolution in the UN General Assembly, there will be continuing engagement with the country. He added that he also hopes that the next Philippine President would build on President Duterte’s achievements in foreign relations, particularly with respect to closer friendship and engagement with Russia as the two countries look forward to the 50thanniversary of the diplomatic relations in 2026.

The two officials agreed on the need to strengthen cooperation – especially in the cultural sphere – in order to realize the full potential of Philippines-Russian Federation bilateral ties.  

Following his presentation of credentials to DFM Morgulov, Ambassador Bailen may fully perform his duties in the Russian Federation. The presentation of credentials with President Vladimir Putin is scheduled on a later date. END
