PH Ranks 59th, Cited as Extraordinary Upward Mover, in 2022 Global Innovation Index (GII)
GENEVA, 29 September 2022 – The Philippines was ranked 59th among 132 economies by the World Intellectual Property Office (WIPO) Global Innovation Index (GII) for the year 2022. WIPO describes Philippine performance in the GII as an “extraordinary upward mover, with small setback”, with the country gaining a ranking as high as 50th and 51st in the past few years.
The Philippines continues to excel in its category by ranking 5th among 36 lower-middle income group economies and 11th among 17 economies in Southeast Asia, East Asia, and Oceania. The country’s high-tech exports was ranked no. 2, while production and export complexity was ranked 28, up by 38 percentage points, in its category. The Philippines’ performance was exceptional in the following indicators: High-tech exports/ imports, Firms offering formal training, Creative good exports (% total trade), ICT services exports (% total trade), Utility Models by Origin/ bn PPP$ GDP. The Philippines was also Best in Business Sophistication.
In an effort to improve the country’s GII ranking for 2022, the newly-created National Innovation Council (NIC) of the Philippines, together with the Philippine Mission in Geneva, convened a meeting in March with top representation from key government agencies, to discuss strategies, review PH data, and ensure its accurate and timely submission. The NIC also made a virtual presentation to the WIPO Economic and Statistics Division and co-editor of the GII to provide updates on PH innovation data for the 2022 GII publication. This was supplemented by an outreach of the Philippine Mission in Geneva.
The Philippines is poised to improve in the rankings in the future with the institutionalization of the NIC pursuant to the National Innovation Act, the adoption of National Innovation Agenda and Strategy Document (NIASD), and the operationalization of the Philippine Innovation Act, highlighted by the PHP 1 billion fund available beginning 2023 and the call for projects from public sector to be funded by the PHP 200 million Innovation Fund.
GII ranks world economies based on countries’ innovation capabilities by placing score values for categories such as institutions, human capital and research, infrastructure, market sophistication, business sophistication, knowledge and technology outputs, and creative outputs. These data, derived from around 80 indicators that include rating on education, infrastructure, knowledge and technology outputs, political environment, are aimed at facilitating evidence-based policymaking through better understanding of the global innovation ecosystems.
