Space Law and New Space Actors: PH Shares Experience as Recipient of UNOOSA Technical Advisory Mission in 2022

VIENNA, 28 March 2023 – Upon the invitation of the United Nations Office for Outer Space Affairs (UNOOSA), the Philippine Delegation, during a side event of the 62nd Legal Subcommittee (LSC) of the United Nations Committee on the Peaceful Uses of Outer Space (COPUOS) on 23 March 2023, delivered a presentation on the Philippines’ experience as a recipient of a UNOOSA Technical Advisory Mission (TAM) in 2022.
The side event was convened to emphasize the importance of space law particularly for countries embarking on their space programs, as well as highlight the types of technical assistance that UNOOSA can provide during the development of such programs. Atty. Giovanni C. Concepcion, Chief for Space Policy and Legal Affairs, Philippine Space Agency, delivered the presentation on behalf of the Philippine delegation. The Philippines highlighted how the TAM was participated in by multiple stakeholders involved in the Philippine space agenda, with representatives from both government and non-government institutions in attendance. Interactive scenario-based exercises allowed participants in the TAM to have a firm grasp of topics such as international cooperation, fundamental principles of international space law, and mechanisms for developing national regulatory and policy frameworks in line with various space activities. “Greater national collaboration among authorities and industries were encouraged in order to foster the benefits of space for economic growth and sustainable development”, said Atty. Concepcion.
UNOOSA praised the Philippines’ case as an outstanding example of a whole-of-government approach to space law engagement and lauded the country’s efforts toward widespread capacity building for all stakeholders. END
