PH Assumes Chairmanship of 63rd Committee for Programme and Coordination Session at UN

NEW YORK 06 June 2023 – Ambassador and Permanent Representative Antonio M. Lagdameo received Director Adela Dondonilla of the Commission on Audit (COA) at the Permanent Mission of the Republic of the Philippines to the United Nations, following the opening substantive session of the UN Committee for Programme and Coordination (CPC). Director Dondonilla was elected Chair of the CPC for its 63rd session.
Director Dondonilla thanked Ambassador Lagdameo and his team for the trust and the support extended to her, as she assumes the role of the CPC Chair.
At the opening session, a number of delegations welcomed the Philippines’ leadership of the Committee this year. The COA Director was welcomed by several capital-based representatives from 37 Member States of the Committee, including observer States. Director Dondonilla acknowledged the expressions of support, and stated that she would do her best to lead the Committee and collaborate with all delegations to achieve outcomes based on consensus.
Delegations stated that the Philippine chairmanship is very significant, as it is the first CPC session after the General Assembly lifted the trial period of the annual budget cycle at its 77th main session on 30 December 2022. The lifting of the trial period effective 2023 was part of the UN Secretary General’s reform agenda that would facilitate the submission of the programme budget each year, based on an annual cycle. The Secretariat noted that this change has brought a certain degree of stability and predictability, which has helped the process from the perspective of the programme managers.
As current Chair of the Committee, the Philippines will lead discussions on the UN Secretary General’s twenty-eight (28) substantive and administrative programmes, giving particular attention to programme changes arising out of decisions adopted by intergovernmental organs and conferences or suggested by the Secretary-General. The CPC’s objective is to provide appropriate recommendations to the General Assembly on the significance, relevance and effectiveness of these programmes. The General Assembly is to consider and adopt these recommendations, and subsequently approve the corresponding budget allocations for implementation the following year, or whenever appropriate. END
