PH Voluntary Contribution for The Hague Academy Made in Honor of Justice Feliciano

THE HAGUE 19 July 2023 – The Philippine Government has made a voluntary contribution to The Hague Academy of International Law for its scholarship program for years 2024 and 2025 in memory of Justice Florentino P. Feliciano who was a long-time Member of the Academy’s Curatorium.
The contribution in the amount of €14,400 (Php 880,697.44) was made by Philippine Ambassador to the Netherlands J. Eduardo Malaya on July 14, and received by the Academy’s Secretary General, Prof. Jean-Marc Thouvenin.
In his remarks, Ambassador Malaya said, “this donation is being made in memory of Justice Florentino P. Feliciano, a member of the Curatorium of The Hague Academy of International Law from 1996 to 2015. We hope that this scholarship offering will serve as a meaningful reminder of Justice Feliciano’s contributions to the progressive development and appreciation of international law and be an inspiration to its recipients in their pursuit of academic and professional excellence.”
The donation was made at the sidelines of the signing ceremony of the Terms of Reference on the conduct of a two-week program in the Philippines to be carried out by The Hague Academy at the request of the Philippine Judicial Academy which was held at the Historical Reading Room of the Peace Palace Library.
Feliciano was the 115th Associate Justice of the Supreme Court of the Philippines. Before serving as a judge of the Philippines' highest court from 1986 to 1995, he had a long and distinguished career as a corporate lawyer and legal scholar. Known for his expertise in commercial law and international law, he retired from the Supreme Court to serve as member, and later, chairperson, of the Appellate Body of the World Trade Organization.
The occasion was witnessed by Senior Associate Justice Marvic M.V.F. Leonen, Associate Justices of the Supreme Court Alfredo Benjamin Caguioa, Rodil Zalameda and Jose Midas Marquez, Philippine Judicial Academy Chancellor Justice (ret.) Rosmari Carandang, and PHILJA officials Dean Sedfrey Candelaria and Dean Emerito Engico, among others.
The Curatorium is the Scientific Board of the Academy. Presided by Prof. Yves Daudet, the Curatorium determines the scientific policy and the activities of the Academy. The Secretary-General may make proposals to the Curatorium, and is entrusted with implementing the decisions taken by it.
