Philippines Considered as One of the “Top Climbers of the Decade” in 2023 Global Innovation Index Analysis

GENEVA 03 October 2023 – President Ferdinand R. Marcos Jr. delivered his remarks during the launch of the 2023 edition of the Global Innovation Index (GII), wherein PH ranked 56th out of 132 economies, an improvement to 2022’s ranking of 59th place. The President expressed his gratitude to WIPO and mentioned the country’s investment on innovation as a driving force for economic development and the creation of economic opportunities for people and their livelihoods.
As a driver of economic development, the GII is an economic tool that references and captures the multi-dimensional facets of innovations, and adopts a system of ranking based on actionable tools by economies that include institutions, human capital and research, infrastructure, credit, investment, linkages, the creation and absorption of knowledge, and creative outputs.
The Philippines ranked 4th among the 37 lower-middle-income group economies, performing above the lower middle-income group average in all GII pillars. PH’s main innovation strengths are in High-tech imports (rank 1st), High- tech exports (rank 2nd) and Firms offering formal training (rank 8th).
The Philippines was represented by Permanent Representative Carlos D. Sorreta of the Philippine Permanent Mission in Geneva during the Ambassadors’ breakfast and event proper of the official launch ceremonies of the 2023 GII.
Ambassador Sorreta noted that the Philippines is considered as one of the “top climbers of the decade”, a group of middle income economies within the GII top 65, which climbed fastest in the ranks over the last decade. The Philippine achievement was possible through the combined effort of and partnership between government, private sector and other stakeholders. He also emphasized the current administration’s priority in boosting national development and achieving economic prosperity through the advancement of agriculture, healthcare, infrastructure, and innovation in driving the economy forward, which are aligned with the achievement of the 2030 Sustainable Development Goals (SDGs).
The Philippine Mission also extended its appreciation to WIPO and Director General Daren Tang for the continued partnership between WIPO and Philippines in terms of the provision of assistance and capacity-building in the fields of innovation and intellectual property that led to the successful implementation of projects in the Philippines for the benefit of entrepreneurs, designers, and creators, and to a higher appreciation by Filipinos for Intellectual Property rights leading to a sustainable, adaptive, and rich innovation landscape.
Under the guidance and direction of the National Innovation Council and the Department of Foreign Affairs, the Philippine Mission will continue its cooperative efforts with WIPO to ensure robust reporting of critical PH economic and innovation-related updates towards the achievement of SDGs and ensure sustained high performance in the annual GII.
