Philippines Affirms Commitments, Highlights Cultural Preservation, Education, and Technological Advancements at 42nd UNESCO General Conference
PARIS 16 November 2023 – At the 42nd Session of the UNESCO General Conference held last 13 November 2023 in Paris the Philippine Science and Technology Secretary Renato Solidum articulated the Philippines' unwavering commitment to UNESCO's principles and global collaboration. Congratulating Romanian Ambassador Simona Miculescu on her election as President of the General Conference, Secretary Solidum underscored the significance of her appointment for women in multilateralism.
The Secretary underscored the shared mission of UNESCO, urging collective action on global challenges such as health crises, climate change impacts, and conflicts. He stressed the need for a steadfast commitment to UNESCO's ideals, emphasizing collaboration to promote peace and security through education, science, and culture.
The Secretary highlighted key areas of focus for the Philippines, starting with dedication to quality education for all. He advocated for diverse learning modalities, psycho-social support, and the integration of Education for Sustainable Development (ESD) in education systems. He cited initiatives providing educational opportunities in conflict-affected regions, breaking barriers and empowering children with limited access to learning resources.
Turning attention to the preservation of cultural heritage, Secretary Solidum affirmed the Philippines' commitment to incorporating heritage, culture, and the arts into educational institutions. Collaborative efforts with UNESCO in preserving historical sites, such as the Baroque Churches of the Philippines, exemplify the nation's efforts to balance heritage preservation with urban development.
The Secretary highlighted two significant UNESCO designations — Iloilo City inscribed as UNESCO Creative City of Gastronomy and Baguio City as a UNESCO Creative City of Crafts and Folk Arts. He lauded Baguio City’s collaboration with UNESCO in implementing the Thematic Indicators for Culture in the 2030 Agenda, the results of which were reported during MONDIACULT in 2022. These developments underpin the Philippines' commitment to cultural preservation and sustainable development.
In the digital age, the Philippines envisions learners and teachers equipped with digital learning and citizenship skills. Secretary Solidum stressed the importance of critical engagement with new technologies while ensuring a safe digital space for learning and exploration, especially for the youth, while protecting them from disinformation and harmful content.
Scientific and technological advancements emerged as a pivotal aspect of national development. Secretary Solidum expressed support for UNESCO's frameworks on Artificial Intelligence technologies and advocated for ethical frameworks, ensuring responsible innovation and collaborative research on neurotechnologies. He highlighted the country's commitment to the UN Decade of Ocean Science for Sustainable Development, showcasing initiatives in marine biodiversity conservation and sustainable fisheries management.
In conclusion, Secretary Solidum called for reaffirmation of the collective commitment to UNESCO's principles. He sought support for the Philippine candidature to the vital position of UNESCO External Auditor, assuring diligence in enhancing financial, performance, and management policies for transparency and accountability.
