Four Filipino Lawyers Awarded Hague Academy’s Justice Feliciano Scholarship

THE HAGUE 17 July 2024 – Four Filipino lawyers are the first recipients of the Justice Florentino Feliciano Scholarship Grants of The Hague Academy of International Law.
The Department of Foreign Affairs, through the Philippine Embassy in The Hague, made a voluntary contribution in July 2023 to the Hague Academy for its scholarship programs in memory of the late Justice Feliciano, an Associate Justice of the Philippine Supreme Court, founding Member and later Chairperson of the Appellate Body of the World Trade Organization, and Member of the Hague Academy’s Curatorium.
The recipients of the scholarship grants, who will attend the summer courses, are Mark Anthony Cabasag and Maria Sophia Obieta-Palad, for the public international law course, and Angelica Elmido and Luis Gonzaga Bonoan Jr., for private international law.
“The scholarship grant was initiated by the Embassy to serve as meaningful reminder of the significant contributions of Justice Feliciano to international law and as further inspiration to lawyers, diplomats and others to continually pursue academic and professional excellence towards the promotion of peace and justice,” said Philippine Ambassador to the Netherlands J. Eduardo Malaya. “It is also in line with the Philippines' advocacy for a rules-based international order and good governance,” he added.
Mr. Cabasag, Ms. Palad and Ms. Elmido work with the Philippine Office of the Solicitor General, while Mr Bonoan is with Department of Justice. Though the first recipients are government lawyers, the scholarship grant is also open to private individuals. Secretary-General of the Hague Academy Jean-Marc Thouvenin selects the scholarship recipients on behalf of its Curatorium, which is responsible for the scientific direction of the Academy. The grant covers the courses’ registration fees, travel expenses to and from The Hague, and accommodation.
The Hague Academy's prestigious Summer and Winter Courses provides an in-depth and comprehensive study of public and private international law, covering a wide range of topics taught by renowned academics, practitioners, and diplomats from around the world. Participants gain exposure to diverse perspectives and cutting-edge developments in international law, enabling them to broaden their understanding and stay updated on the latest trends and challenges in the field. The Hague Academy, in partnership with the Supreme Court of the Philippines and the Judicial Academy of the Philippines, conducted a two-week Advanced Course in International Law for 100 judges, lawyers, officials from other government departments and academics in Tagaytay in February 2024.
The sessions on public and private international law will be held on 08 to 26 July and 29 July to 16 August 2024, respectively.
