Philippines, UAE Sign Agreement for Cooperation at World Governments Summit 2025 Sidelines

ABU DHABI 14 February 2025 — The Philippines and the United Arab Emirates (UAE) signed on 11 February 2025, a Memorandum of Understanding (MOU) to cooperate on the improvement and development of government activities at the sidelines of the World Governments Summit 2025.

The agreement was signed by Philippine Department of Budget and Management Secretary Amenah F. Pangandaman and UAE Deputy Minister of Cabinet Affairs for Competitiveness and Experience Exchange and Chairman of the UAE National Committee on Sustainable Development Goals, Abdullah Nasser Lootah.

The agreement aims for the two countries to move forward with cooperation efforts and build an institutional framework to promote and develop engagements to enhance government performance, strengthen capacities, and advance the improvement of performance measurement systems in governmental bodies and entities. The areas of cooperation will be on, but not limited to, capacity building for leadership, public financial management, and/or public expenditure management; development of knowledge management products for government services and performance, innovation and excellence; strategic planning and management.

Philippine Ambassador to the UAE Alfonso A. Ver welcomed the signing of the agreement as another milestone in the growing bilateral relations between the Philippines and the UAE.

“The signing of this agreement on the sidelines of the WGS highlights not only the strengthening of the bilateral relations between the Philippines and the UAE but also the focus of the WGS gathering itself which is on shaping the future of governments to become better versions of themselves,” Ambassador Ver said. “We look forward to establishing this cooperation with the UAE and to learn from the best practices of each other’s governance mechanisms,” Ambassador Ver adds.

The World Governments Summit (WGS) is an annual gathering of governments, international organizations, thought leaders, and private sector leaders from around the globe to foster international cooperation and identify innovative solutions for future challenges, ultimately inspiring and empowering the next generation of governments. WGS 2025 was held on 11-13 February 2025 in Dubai and convenes under the theme “Shaping Future Governments.” END
