Philippines Donates $40,000 to IMO for Climate Training and Development Cooperation
Permanent Representative Teodoro L. Locsin, Jr. presents the Philippines’ voluntary contribution to Secretary-General Arsenio Dominguez of the International Maritime Organization
LONDON 31 March 2025 – The Philippines donated $40,000 to the International Maritime Organization (IMO) for its technical cooperation training and capacity building activities and the voluntary multi-donor trust fund for financial support to developing countries. Philippine Permanent Representative to the IMO Teodoro L. Locsin, Jr., presented the donation to Secretary-General Arsenio Dominguez on 26 March 2025 at IMO Headquarters in London.
The donation was coursed through the Integrated Technical Cooperation Program (ITCP) of IMO’s Technical Cooperation and Implementation Division (TCID). It will be used to fund training on the implementation of the IMO’s Strategy for the Reduction of Green House Gas (GHG) Emissions from Shipping, such as development of seafarers’ training and skills programs, among others. Intended beneficiaries of the training will be personnel from relevant government agencies, from interested countries. The donation can also be used to fund the travel of delegates from developing countries, particularly from Small Island Developing States (SIDS) and Least Developed Countries (LDCs), so they may participate in-person in IMO GHG meetings.
TCID oversees IMO´s capacity-building program and the implementation of technical cooperation projects for which the IMO acts as the cooperating agency, ensuring that IMO supports the United Nations’ 2030 Agenda for Sustainable Development. The Philippines, a candidate for re-election to the IMO Council under Category C, for the term 2026-2027, at elections to be held towards the end of the year, prioritizes IMO projects that promote sustainable practices at sea such as the reduction of GHG emissions from ships. Furthermore, the Philippines as a fellow developing country supports the participation of other developing countries in meetings at the IMO of importance to them, especially those from SIDS and LDCs.
During the presentation of the donation, Permanent Representative Locsin said, “The Philippines has a long history of working with countries from the developing South and the developed North to promote sustainable practices at sea, especially those that would enhance the safety and security of seafarers, in partnership with the IMO, under the dynamic and able leadership of Secretary-General Dominguez.” Permanent Representative Locsin went on to say that, “The IMO has been a valued partner of the Philippines, and we are pleased to support its programs especially those that promote the sustainable development of our planet, given the Philippines’ vulnerability to the effects of climate change.” END.
