PH, Indonesia Leading Maritime Law Experts Discuss Sea-Related Matters, ASEAN Priorities, and other Pressing Concerns in the Region
JAKARTA 04 July 2025 — In a rare opportunity, Retired Justice Antonio T. Carpio and Indonesian Vice Minister for Foreign Affairs Arif Havas Oegroseno were able to exchange insights on pressing maritime concerns of the Philippines and Indonesia, and the larger Asia-Pacific region on 16 June 2025.
The meeting was a part of the visit to Jakarta of FACTS-Asia, a nonstock, non-profit organization registered in the Philippines and providing expert analysis on foreign and public policies for utilization by various stakeholders and policy-makers.
Justice Carpio played a pivotal role in securing the Philippines’ 2016 Arbitral Award from the Permanent Court of Arbitration in The Hague, which affirmed the country’s claim over the West Philippines Sea; while Vice Minister Havas is considered as one of Indonesia’s leading experts on maritime law as he has led major negotiations on maritime boundaries and was instrumental in developing Indonesia’s Ocean Policy and the Archipelagic and Island States (AIS) Forum. He was also the first Indonesian to preside over the UNCLOS Conference in 2010.
The two experts discussed a wide range of geopolitical concerns and the direction that ASEAN is taking, especially in light of PH’s upcoming chairship of the regional bloc in 2026. END
