06 November 2014 – Philippine Consul General Neil Frank Ferrer awarded the Plaque of Appreciation to Assistant Commissioner Randall J. Beck of the Royal Canadian Mounted Police (RCMP) on November 03 in recognition of his contribution to the Independent Commission on Policing (ICP) under the Framework Agreement of Bangsamoro.
Consul General Ferrer said, “The Philippine government is grateful for Canada’s support in the peace process in Mindanao. The Independent Commission on Policing greatly benefits from the expertise of Mr. Beck in operational policing and peace-building initiatives.”
Mr. Beck, who arrived in Manila on October 18, was designated by the Canadian government as chairperson of the ICP, upon the invitation of the Philippine Government and the Moro Islamic Liberation Front (MILF) Peace Negotiating Panels.
The plaque was given by the Office of Presidential Adviser on the Peace Process (OPAPP).
ICP was composed of representatives of the Philippine Government, MILF and foreign countries. The other foreign commissioners are Australian international expert Cedrick Netto and Japanese international expert Yuji Eusugi.
Under the Framework Agreement of Bangsamoro, the ICP is mandated to conduct studies and provide recommendations on the appropriate policing for the Bangsamoro that would replace the Autonomous Region in Muslim Mindanao (ARMM) government in 2016. END
