14 January 2015 - Philippine Ambassador to Chile Maria Consuelo Puyat-Reyes swore in Mr. Raul Celis as the new Philippine Honorary Consul in Valparaiso, Chile at the Ambassador’s residence on November 20, 2014.
In her remarks, Ambassador Puyat-Reyes expressed utmost confidence in Mr. Celis’ ability and commitment to protect Filipinos and promote Philippine interests in his jurisdiction. Valparaiso is one of South America’s most important seaports, and a frequent stop for a significant number of Filipino seafarers. It also serves as the capital of Chile's third most populated administrative region and is home to the Chilean National Congress since 1990. Valparaiso and Cebu are sister cities.
The swearing-in was witnessed by Apostolic Nuncio Monsignor Ivo Scapulo and prominent members of the business community from Valparaiso.
Mr. Celis served as governor of Valparaiso province from 2010 to March 2013. He is a lawyer by profession who has represented top multinational companies including HSBC, Banco de Chile and Corpbanca. END
