26 March 2015 – The Philippines welcomed the adoption of the Sendai Framework for Disaster Risk Reduction 2015-2030 at the closing session of the Third United Nations World Conference on Disaster Risk Reduction (3WCDRR) on March 18 in Sendai, Japan.

“The Philippines welcomes the adoption of the Sendai Framework for Disaster Risk Reduction 2015-2030 in Sendai, Japan. The Philippines is strongly committed to the Sendai Framework. Our active participation in the intense negotiations in Sendai demonstrated our fervent resolve to help facilitate, together with other nations, the development of a framework that would strengthen international efforts in reducing disaster risks,” said Social Welfare and Development Secretary Corazon Juliano-Soliman, head of the Philippine delegation to the 3WCDRR.

“We congratulate the 3WCDRR Secretariat, the UNISDR, the host country Japan, all Member States and stakeholders who contributed in coming up with the Framework,” she added.

The Philippine delegation actively took part in the negotiations for the Sendai Framework, which has global targets as new features to ensure means of implementation and measurability in reducing disaster risks. 

The Philippines, together with several countries, pushed for the strengthening of international cooperation and global partnership in the Sendai Framework. Enhanced provision of finance, technology transfer and capacity-building was also included.

The Philippines likewise succeeded in having migrants included in the Framework, particularly in recognizing their contributions in building disaster resilient communities.

The Sendai Framework is the successor to The Hyogo Framework for Action 2005-2015 (HFA1) - Building the Resilience of Nations and Communities to Disasters, which came out of the World Conference held in Kobe, Hyogo, Japan. The new framework for DRR aims to guide nations, communities and other actors in managing risks and preventing the creation of new risks post-2015.
