Public Advisory: Resumption of Operations of DFA’s NCR Consular Offices and TOPS Facilities during the MECQ Period (August 23 to 31, 2021)
20 August 2021 – In view of the announcement of the implementation of Modified Enhanced Community Quarantine (MECQ) from 23 to 31 August 2021 in the National Capital Region, the Department of Foreign Affairs (DFA) informs the public that its Consular Offices (COs) in the NCR area and all Temporary Off-Site Passport Services (TOPS) facilities will resume operations during this period.
In view of the resumption of operations, the public is advised of the following:
For Applicants with appointments between 6 to 20 August 2021
- Applicants must follow the new appointment schedule / location which they have received via email.
- TOPS applicants who did not show-up at their rescheduled appointment are advised NOT TO SHOW-UP at their original TOPS locations, nor at any DFA CO, as YOU WILL NOT BE ENTERTAINED. Instead, concerned applicants are requested to send an email to the following addresses to request for a new appointment schedule:

For Applicants with appointments between 23 to 31 August 2021
- Applicants must follow their appointment schedule, unless they receive a specific advice not to do so (i.e. unforeseen closure of a specific CO/TOPS due to disinfection, mandatory quarantine, etc.).
- WALK-IN APPLICANTS WILL NOT BE ENTERTAINED.
For Applicants with emergency and urgent medical travel needs

You need JavaScript enabled to view it. with copies of their identification documents (current passport or if new applicant, a government-issued ID) and proof of their emergency travel. Possession of a flight ticket in itself is not considered urgent.
This plan of operations may be subject to revisions depending on future guidelines from the Inter-Agency Task Force (IATF) for the Management of Emerging Infectious Diseases. The DFA will update its advisory, as necessary.
The public is urged to regularly check the Office of Consular Affairs’ website https://consular.dfa.gov.ph for updates on the operation schedules, in relation to M/ECQ and other COVID-19 pandemic-related closures.
The DFA requests the public's understanding and cooperation as it continues to limit the number of applicants allowed inside its premises at any given time, and as it implements alternate working arrangements to reduce the risks for both applicants and personnel due to continuing COVID-19 concerns.
