Public Advisory on the Public Notices from Foreign Jurisdictions on their Designations Relative to Terrorism
MANILA 24 March 2025 — Pursuant to Section 15 of Republic Act no. 10168 (“Terrorism Financing Prevention and Suppression Act of 2012”), the Department of Foreign Affairs refers to the following public notices from the United States Government and the European Union on their respective designations relative to the Communist Party of the Philippines- New People’s Army (CPP-NPA):

- CPP-NPA’s inclusion in the European Union (EU) list was maintained through Council Decision (CFSP) 2025/207 of 30 January 2025 updating the list of persons, groups and entities covered by Common Position 2001/931/CFSP on the application of specific measures to combat terrorism, and repealing Decision (CFSP) 2024/2056. (PDF) The EU included the CPP-NPA in its list of terrorist persons, groups, and entities per Council Common Position 2009/468/CFSP dated 15 June 2009. (PDF)
- CPP-NPA’s inclusion in the United States’ list was maintained through the (US) Department of State’s Public Notice no. 11790 dated 6 July 2022. (PDF) The US included the CPP-NPA in its list per (US) Department of State’s Public Notice 4094 effective 9 August 2002. (PDF)
