PH Embassy in Phnom Penh Holds 2nd e-Kapihan Sa Pasuguan for 2020

PHNOM PENH 27 August 2020 – The Philippine Embassy in Phnom Penh held the 2nd edition of its Kapihan sa Pasuguan for the year on 23 August 2020. The event was conducted via Zoom Meeting and was attended by 30 Filipino community members.

In her welcome remarks, Chargé d’Affaires Myca Magnolia M. Fischer noted that the Kapihan serves as a platform for dialogue between Embassy officials and the Filipino community in Cambodia on issues relevant and important to Pinoys working and living in the Kingdom. “Through this activity, the Embassy continues to enable, empower, and support OFWs in Cambodia in achieving their aspirations,” said Chargé d’Affaires Fischer.

The e-Kapihan started with a briefing on Philippine Criminal Procedures, particularly on warrant and warrantless arrest, arraignment, and detention. The lecture was given by Philippine-registered lawyer Atty. Pedro Jose F. Bernardo. 

This was followed by a briefing on Cambodian Criminal Procedures and rights of the accused, particularly on the process of filing of the case and detention period in Cambodia, by Cambodia-registered lawyer Atty. Rina Ing.  

Atty. Bernardo and Atty. Ing are both from the Kelvin Chia Partnership Cambodia (KCP Cambodia), a commercial firm headquartered in Singapore. A lively question and answer portion followed the two presentations and the attendees expressed appreciation for the information shared by the resource persons.

After the discussion on Criminal Procedures, Philippine Defense and Armed Forces Attaché in Cambodia Colonel Shalimar R. Imperial delivered a briefing on the operations of the Communist Terrorist Groups in the Philippines.  END
