PH, Russian Academics Link Up at the 1st International Conference on PH-Russia Relations in Moscow

23 October 2017 MOSCOW – A delegation from the Development Academy of the Philippines (DAP) participated in the 1st Conference on “Current Cooperation and Perspectives for further Russia-Philippines Relations” organized by the Centre for Southeast Asia, Australia, and Oceania Studies of the Institute of Oriental Studies, Russian Academy of Science (IOS RAS), on October 06.

The delegation was composed of Atty. Elba Cruz, President and Chief Executive Officer of DAP, former Senator and Defense Secretary Dr. Orlando Mercado, Chancellor of the Graduate School of DAP, Ms. Merliza Makinano, Vice President, Office of Institutional Partnerships of DAP, and Ms. Penelope Belmonte, Executive Director, National Parks Development Committee of the Department of Tourism.

The conference was presided by Dr. Dmitry Mosyakov, Head of the Centre for Southeast Asia, Australia, and Oceania. Speakers from the Russian side included Dr. Victor Sumsky, Director of the ASEAN Centre in MGIMO University, Dr. Evgeny Kanaev, Professor at the National Research Center University Higher School of Economics, Prof. Elena Frolova, a Philippine expert from the Institute of Asian and African Studies of the Moscow State University, and many others.

Discussions focused on cooperation in defense and security, trade and investment, and academic and cultural exchanges. There was general agreement among experts that energy, information and communications technology, mining, tourism, and security and defense present vast opportunities for Russia and the Philippines to work together for mutual benefit.

Dr. Orlando Mercado stated that the Philippines could learn a lot from Russia’s long and rich military history, particularly in the area of military reform and restructuring.

“We thank IOS for organizing this first ever conference on PH-Russia relations. This is a manifestation of Russia’s growing interest in PH as a partner for security and development. We hope that interaction between our two academic communities will continue and deepen as their expert inputs are valuable in policy-making”, PH Ambassador Carlos D. Sorreta stated.

On the sidelines of the conference, DAP and IOS signed a Memorandum of Understanding (MOU) for Academic Collaboration which provides for exchanges of scientific materials and researches; collaborative work on research and development; and joint seminars, workshops and conferences, among others.

DAP likewise signed a similar MOU with the National Research University Higher School of Economics, Russian Presidential Academy of National Economy and Public Administration, and Schiffers Institute of Advanced Studies. END
