Top Customs Officials of Philippines and Russia Meet in Moscow

A historic first meeting. The first visit of a Philippine Bureau of Customs (BOC) Commissioner to Russia was welcomed by the Federal Customs Service (FCS) of the Russian Federation. Commissioner Isidro S. Lapeña (3rd from right) and FCS Head Mr. Vladimir Bulavin (3rd from left) spoke on matters related to strengthening customs cooperation between Philippines and Russia. Joining the two top officials were several high-ranking officials of FCS and BOC, together with Philippine Ambassador to Russia Carlos D. Sorreta and officials of the Philippine Embassy in Moscow.

30 October 2017 MOSCOW — It was a series of firsts for the Philippines when Bureau of Customs (BOC) Commissioner Isidro S. Lapeña visited the head offices of the Federal Customs Service (FCS) of Russia in Moscow on October 24.

Commissioner Lapeña was welcomed grandly by the Head of FCS, Mr. Vladimir I. Bulavin, along with a host of senior officials of the FCS, namely, Mr. Sergei Kovalenko, Head of the Customs Cooperation Department; Mr. Philip A. Zolotnitskiy, Head of the Analytical Department, Mr. Sergei V. Shkliaev, Head of the Department of Trade Barriers, Currency and Export Control; and Ms. Yana M. Krzhizhanovskaya, Head of the Division of Cooperation with Foreign Countries.

Commissioner Lapeña was accompanied by BOC Deputy Commissioner, Internal Administration Group Ms. Gladys F. Rosales and Director for Administration Atty. Jacquelyn de Guzman. Philippine Ambassador to Carlos D. Sorreta, together with Third Secretary and Vice Consul Catherine F. Alpay, Attaché Sheila G. Pamocol and Ms. Oksana Zaitseva, interpreter, joined the meeting to provide support to the BOC delegation.

The top customs officials of Philippines and Russia discussed cooperation in customs administration matters as well as developments in proposed implementation agreements. The FCS Head, Mr. Bulavin, congratulated Commissioner Lapeña on his appointment. He also invited the Commissioner to participate in the Customs Service Exhibition to celebrate Russia’s Customs Day on October 25 to 26. END
