Philippines and UAE Sign MOU on Labor Cooperation

19 September 2017 ABU DHABI - The governments of the Republic of the Philippines and the United Arab Emirates signed the Memorandum of Understanding on Labour Cooperation in a simple ceremony held on September 12, at the UAE Ministry of Human Resources and Emiratisation office in Abu Dhabi. 

The agreement, which is seen to potentially benefit over 700,000 Filipino workers in the UAE, was signed on behalf of their governments by Secretary Silvestre Bello III of the Philippine Department of Labor and Employment (DOLE) and Minister Saqr Ghobash of the UAE Ministry of Human Resources and Emiratisation (MOHRE). The event was witnessed by the Philippine Ambassador to the UAE, H.E. Constancio R. Vingno, Jr., together with DOLE, POLO-OWWA, and Embassy officials.

In a statement given before the signing of the MOU, Minister Ghobash said that he is glad to announce that the jurisdiction on employment of domestic workers have been transferred to the MOHRE (from the Ministry of Interior).  He added that “the issue is very sensitive, thus protection should be ensured with strong legislation.”  The Minister expressed hopes that the signing of the MOU will bring about the renewal of close cooperation between the UAE and the Philippines.

On the other hand, Secretary Bello expressed his gratitude to MOHRE and the Philippine Embassy in Abu Dhabi for the “facilitation of communications and excellent arrangements that made possible the signing of the MOU for Labour Cooperation.”  He enumerated the benefits that will arise from the implementation of the agreement, specifically on the best practices in the deployment of manpower.  He added that the agreement will strengthen respective regulations to combat trafficking in person and to regulate private employment agencies with an aim of having fair and transparent recruitment practices, as well as compliance in the process of recruiting Filipino workers for employment in the UAE with rule of law.  END
